FIRESPILL - Fostering Improved Reaction of crossborder Emergency Services and Prevention Increasing safety Level

PROGRAMM : 2014 – 2020 Interreg V-A |   Italy – Croatia CBC Programme
Priority Axis : Safety and resilience | SPECIFIC OBJECTIVE 2.2 : Increase the safety of the Programme area from natural and man-made Disaster | Strategic theme 4 : Oil spills and other marine hazards, fire and earthquake

Description :
FIRESPILL overall objective is to enhance the capacity of Emergency Service Organizations to increase cross-border effectiveness in tackling natural and man-made disasters, decreasing the exposure of the populations to the impact of hazards and increasing the safety of the Croatian and Italian Adriatic basin by improving emergency prevention and management measures and instruments.
Focusing on 4 types of risks (fires, oil spills, other marine risks, earthquakes), common macroactions will be implemented per each risk in order to improve: (a) Existing Emergency Services Regulatory System; (b) Emergency Management Systems (EMS) in terms of new and innovative solutions; (c) Citizens' participatory process.
Emergency Management System will be upgraded with the aim to integrate the present applications, heterogeneous data from institutional and social media sources and make similar risk scenarios available to emergency services' chain of command. Enhancement of Emergency Service Organizations operational capabilities will be ensured by provision of safety equipment, emergency land and sea vehicles, mobile command and control units, communications systems and Advanced Training Center establishment. Improvements in the governance area will be achieved by comparing the current civil protection legislation in the two countries to identify their homogenization level and the arguments on which to intervene to improve the overall system efficiency. Joint approaches will be adopted for the development of common monitoring strategies and a disaster management system, through strengthening administrative and technical capacities, training and equipping rescue teams.
The FIRESPILL project also focuses on raising awareness and public involving, recognizing it as an "active sensor" and investing in its contribution in the Civil Protection activities of forecasting, prevention, monitoring and management of natural and anthropogenic risks.
The 13 partners of the project trust in joint efforts, coordinated actions, transversal skills and multidisciplinary experiences to enhance the resilience of involved territories to face hazards, furthering the capacity of recovery and minimizing damage.
